If decal is white or black it will be a cutout otherwise it will be printed on white with a white border to increase its longevity in the sun. A decal on clear avoids a white border.

Remember that unless a decal is white, it will not do well in the sun because while colors can be immune to fading, adhesive will shrink and expand, wearing away the integrity of the edge. When the edge is white, it is less likely to shrink/expand because the majority of heat will be reflected so it stays at a more constant temperature relative to the surface it is applied to.
